Home Advocates Foundation (HAF) was established to address one of the most devastating consequences of the foreclosure crisis: the displacement of families from their homes.
For many families, foreclosure results in more than the loss of property. It often leads to financial hardship, emotional trauma, family instability, and long-term barriers to rebuilding wealth through homeownership.
HAF exists to help bridge that gap.
Through housing initiatives, educational programs, partnerships, and legal-support efforts, HAF works to help vulnerable homeowners and former homeowners regain stability and create new opportunities for themselves and their families.
Our Team
Clarence E. Owens ("Clay")
Founder, Acting Executive Director, and Trustee
Clarence E. Owens, known as “Clay,” is the Founder and Acting Executive Director of Home Advocates Foundation (HAF). An economist, experienced paralegal, and homeowner advocate with more than two decades of experience across the real estate, mortgage, insurance, and property-research fields, Clay founded HAF to help families facing foreclosure, housing instability, and barriers to sustainable homeownership. His advocacy work has focused on mortgage-servicing accountability, document integrity, consumer protection, and practical solutions that help families remain safely housed. Clay’s prior efforts include matters referenced in the U.S. Department of Justice’s $13 billion settlement with JPMorgan Chase, reflecting his longstanding commitment to transparency and homeowner protection. Through HAF, he leads initiatives involving free mortgage-modification assistance, housing acquisition and rehabilitation, homeownership-restoration opportunities, and the Homeowner Legal Defense Fund. His work is guided by a simple belief: families facing hardship deserve meaningful support, fair treatment, and a real opportunity to rebuild.
Jacqueline Jennings
Acting Treasurer and Trustee
Jacqueline Jennings brings a powerful combination of education, leadership, business ownership, public service, and community advocacy to Home Advocates Foundation (HAF). She earned her Bachelor of Arts in Education from Cheyney University of Pennsylvania and her MBA from Strayer University, building a professional foundation rooted in teaching, organizational leadership, and service. Jacqueline is a licensed educator and high school teacher in Connecticut, a certified project manager and mediator, and the owner and operator of a construction company in Philadelphia, Pennsylvania. Her leadership experience also includes serving as both Mayor and Council Member of Willingboro, New Jersey, as well as serving as a 2008 delegate for then-President-Elect Senator Barack Obama. In addition to her professional and civic achievements, Jacqueline is a published author, a mother of four, and a grandmother of five, bringing wisdom, compassion, and lived experience to her work supporting families, communities, and housing stability.
Tyrea Alexander
Acting Secretary and Trustee
Tyrea Alexander brings more than 20 years of dedicated experience in human services, education, and community-based support to Home Advocates Union (HAU). She earned her Master’s Degree in Human Services from Lincoln University and has built a career centered on helping individuals and families access support, stability, and opportunity. Before retiring in 2020 from CGS Family Partnership, Tyrea spent years serving vulnerable communities and strengthening family-centered programs. Her professional background also includes 12 years as a licensed ID/DD provider, where she worked with individuals with intellectual and developmental disabilities. Today, she continues her commitment to service as a New Jersey Certified Substitute Teacher, bringing compassion, discipline, and real-world experience into the classroom and the community. Before retiring in 2020 from CGS Family Partnership, Tyrea spent years serving vulnerable communities and strengthening family-centered programs. Her professional background also includes 12 years as a licensed ID/DD provider, where she worked with individuals with intellectual and developmental disabilities.
